Biography
Abson’s areas of interest are Health Care Financing, Health Systems Strengthening, Foreign Direct Investment, and program/project evaluation. He has participated in several research and evaluation projects, including the evaluation of health systems strengthening programs in Zambia and Somalia, an evaluation of the sustainability of the immunisation program in Zambia, several evaluations of vaccine introduction in Zambia, compilation of national health accounts, and has undertaken various resource tracking projects. He has also been a member of the health care financing committee of the Ministry of Health. He is a qualified economist with the following qualifications:

2. 2024 – As a member of the Health Care Financing Technical Working Group (HCFTWG) of the Ministry of Health, I participated in the development of a policy brief titled “Financing Reproductive, Maternal and Child Health in Zambia”.
3. 2023/2024 – Consultant: National Health Accounts. This is a study on the flow of finances in the healthcare sector from the sources to the functions on which these finances are spent. The study was funded by the Ministry of Health and its Cooperating Partners.
4. 2020/21 – Researcher: Evaluation of the sustainability of the immunisation programme in Zambia. The study was commissioned by Gavi as part of its support to the immunisation programme in developing countries.
5. 2015 – Consultant: Gavi HSS Evaluation for Somalia. This was a terminal evaluation for Gavi-funded Health Systems Strengthening programme in Somalia.
6. 2014/15 – Consultant: “End-line Survey for Results Based Financing in Zambia.” This was a survey commissioned by the World Bank to gather end-line information for the Results-Based Financing Project implemented in Zambia in 2012 by the World Bank.
7. 2014 – Researcher: “Costs of key HIV prevention interventions in Zambia.” This project was funded by the Bill and Melinda Gates Foundation to collect and analyse micro-level data to assess the costs and determinants of cost variability for three HIV prevention interventions in Zambia.
8. 2012 – Consultant: “Baseline Survey for Results-Based Financing in Zambia.” This was a survey commissioned by the World Bank to gather baseline information for the Results-Based Financing Project implemented in Zambia.
9. 2010 – Consultant: Zeroing In: AIDS Donors and Africa’s Health Workforce. Centre for Global Development.
10. 2009 – Consultant: Evaluating the Health Systems Strengthening program in the Ministry of Health in Zambia. The end-of-project evaluation was sponsored by the Gavi, The Vaccine Alliance.
